Internal Audits

The Department of Finance, Auditor-Controller Division, Internal Audits Unit is authorized to perform financial and compliance audits for all County departments, special districts, trust funds and other funds deposited in the County Treasury. They also audit grant programs and joint power authorities. They also perform reviews of the Comprehensive Online Management Personnel and Accounting System for Sacramento County (COMPASS) and how various departments utilize COMPASS and the internal controls established for COMPASS. This authority is derived from various Government Code sections, the State Constitution and Resolutions of the County Board of Supervisors.

The unit performs approximately 70 audits and reviews per year. This work is accomplished by seven professional auditors, one manager, and the Audit Chief.

What is the responsibility of the Sacramento County, Department of Finance, Auditor-Controller Division, Internal Audits Unit?
Government Code section 26909 gives the Director of Finance the power to audit various entities within the County. The Internal Audits Unit of the Sacramento County Department of Finance, Auditor-Controller Division is responsible for the audit functions of Sacramento County. State statutes or federal law mandate many audits. The Internal Audits Unit conducts audits of County departments, special districts and federal and state grants. The Internal Audits Unit also conducts compliance audits and reviews of transient occupancy tax, utility tax and concessionaires doing business with the County, and investigates any cash or property losses occurring within the County.
